The Southern African Development Commission (SADC), was established in 1980 in pursuant of the Southern Africa Development Community (SADC) Treaty and the provisions of the SADC Protocol on Transport, Communications and Meteorology. Until 1999, the association was known as the Southern Africa Telecommunications Administrations (SATA). From its inception, SATA was a forum for public operators of fixed land telephony networks, by virtue of the sectoral composition at the time. However, in response to sector changes in the Information and Communication Technologies (ICTs), the current SATA Constitution was revised in May 2005 to open up membership to other players in the sector. Full membership is now open to both fixed and mobile cellular operators who own a telecommunication network regardless of whether they are a public or a private enterprise. Other ICT stakeholders such as Internet Service Providers (ISPs) and Equipment Manufacturers/Suppliers may join SATA as Associate Members only as approved by the SATA Executive Board.
