Notes: The European Union has decided that its member states shall have made the necessary arrangements for launching UMTS by 1 January 2002. UMTS stands for Universal Mobile Telecommunications System. UMTS is a part of the International Telecommunications Union's "IMT-2000" vision of a global family of "third-generation" (3G) mobile communications systems.

In France, two applicants--SFR and France Télécom--applied for licenses by the date specified.

In Norway, amount does not include annual fee of 20 million kroner per license.
