The Worldwide Centre of Excellence
(CoE) Network consists of regional mechanisms aimed at strengthening the
capacity within each region in order to develop high-level know-how and
expertise in telecommunication policy, regulatory issues, corporate management
and advanced telecommunication technology.
The Phase II
The Strategic focus of Phase 2 of the Global
Centres of Excellence project is on creating strong regional networks of
nodes that are capable of delivering products and services that meet the
quality of the CoE brand while ensuring regional self sufficiency in the
expertise required to deliver these training services. Strengthening
regional Networks is a necessary precondition for preparing the integration
of all the Nodes into one Global Network of Excellence.
The Phase II will be implemented step by step for each region,
taking into account the extent of progress made in Phase I. In general however,
it will focus on consolidating of the gains made in Phase I, the establishment of independent nodes within the regions and the creation of networks among the
created nodes. This is in preparation for the establishment of a Global network
of nodes of Excellence, to be embarked on as part of the third and Final Phase
of the project.

Regions.

More than 28 activities were planned in 2008 for the CIS Countries Region. These activities includes 18 training opportunities, 10 eLearning and 8 workshops. Also, 10 CD-ROMs, covering topics like policy and regulation, rural communication, corporate management, spectrum monitoring were planned. A total of 18 activites were planned in 2008, 12 workshops and 3 eLearning covering technical, economical and regulatory aspect of NGN, Broadcasting. Two Steering Committee meeting was planned. A total of 19 activites were planned in 2008, Where 5 are for project coordination and 14 training opportunities. Twenty six activities were planned in 2008 for Asia and Pacific Region. Nine of them are eLearning courses, 10 workshops and 5 Case Studies. The topics covered on these training opportunities are varied, e.g. rural ICT development, Cyber security, IPv6, Strategic HR Planning. The 5 case study are developed on different domains like e.g. rural connectivity, Policy and regulation, business management, spectrum management, technology awareness. More than 75 activities were planned in 2008 for Americas Region. More than 80% of are eLearning courses, a few face to face workshops. It is worth mentioning that 2 Postgrade in Telecommunication and ICT and one Certificate training programme in NGN are running. Also, 11 self-paced training are available all along the year. The topics covered on these training opportunities are varied, e.g. Cyber security, IPv6, Strategic HR Planning, NGN, Policy and regularion. Final Reports of the Phase I: The Centre of
Excellence Project aims at providing sustainable and long lasting capacity

This is a brief report done at the closure of the above CoE project for the English speaking countries in Africa, following the decision by the ITU to terminate the project by 28th February 2007.
This is a brief report done at the closure of the above CoE project for the English speaking countries in Africa, following the decision by the ITU to terminate the project by 28th February 2007.
The two African Centres of Excellence, AFRALTI for English speaking countries and ESMT for French speaking countries have registered remarkable recovery during the period of support under ITU Centre of Excellence project between 2001 and 2006. ESMT has managed to grow financially without member contributions since 2002, and has been registering an operating surplus since 2005. AFRALTI has raised the percentage of self-generated revenue to operating budget from 8% in 2002 to 78% by the end of 2006. Member contributions have been falling continuously from a high budgeted figure of $516 467 in 2001/2 to $286 999 in 2006/7, and this figure is set to decline further.
