Our Mission
The Human Capacity Building Division of the ITU Telecommunication
Development Bureau (BDT) works to strengthen the human, institutional and
organizational capacity of developing countries in a manner that prepares
them for the challenges of a digital economy.
Our Strategy
This mission is achieved through a) information and resource
sharing on all major topic areas covered by ITU-D activities; b)
delivery of ICT learning, training and development opportunities
designed to build capacity across all social layers; and c)
promotion of current and best-in-class human resources strategies
and management practices. These activities are carried out a)
through our ongoing regular programme activities; b) through special
projects; and c) through partnerships, including the ITU Centres of
Excellence and Internet Training Centres.
Upon request, we also
provide advisory and consulting services to Member States in the
areas of human capacity and organizational development. Our capacity
building interventions, resources and tools target different
audiences - ranging from government policy-makers and regulators, to
professional business-focused curricula for ICT executives and
managers, to specialized programmes for technical and operational
staff.

ITU Academy
Over the past few years BDT has been working to
streamline its ICT capacity building and skills development efforts
through ITU Academy.
ITU Academy is a BDT initiative intended to assist
developing countries by making available ICT education, training and
development opportunities at the highest possible levels of quality.
These offerings will be delivered in cooperation with numerous
partners, around the globe through face-to-face events and distance
learning.

ITU Academy portal
ITU is working to build up high quality training resources and
materials on the ITU Academy portal. Examples of training courses
and resources planned and/or currently available include:
analogue-digital migration, broadband wireless access, cybersecurity,
competition and price regulation, convergent regulation, emergency
communications, mobile technologies and services, IPTV and mobile
TV, national ICT strategies, Next Generation Networks (NGN),
regulatory reform, rural access, spectrum management, spectrum
pricing/trading, and strategies for providing universal access. Explore the

Supporting the ITU Academy initiative are a number of front-line
training nodes and partners including the ITU Centres of Excellence and
Internet Training Centres - all key players in delivering
education, training and information in the regions. |

ITU Centres of Excellence (CoE)
ITU Centres of Excellence are institutions sharing
expertise, resources and capacity-building know-how in
telecommunications and ICTs training/education, distributed around
the world. Designed to offer continuous education to ICT managers in
the public and private spheres through face-to-face or distance
learning programmes, the Centres serve as regional focal points for
professional development, research, and knowledge sharing, as well
as providing specialist training services to external clients.
Support from multilateral and regional
organizations, educational institutes and government donors assists
ITU in establishing and supporting these Centres. CoE networks have
been established in a number of regions including Africa, Africa
Spanish/Lusophone countries, the Americas, Arab States,
Asia-Pacific, Caribbean, Commonwealth of Independent States (CIS)
and Europe. Under the umbrella of ITU Academy, these regional
networks are now being joined together into a single global network
sharing training curricula, resources and expertise.

ITU Internet Training Centres (ITC)
The ITU Internet Training Centres initiative is a
targeted capacity building program that works towards the creation and
enhancement of ICT and related skills. Through a
train-the-trainer approach, the ITU Telecommunication Development Bureau works with
public and private-sector partners and training institutions and
universities to set up Internet Training Centres which provide
access to affordable and relevant training programs using both
face-to-face and distance-based training methods.
Through these Centres, students access quality technical training curricula,
provided by established partners, preparing them for industry
certification which in turn enhances their employability. In an
effort to promote technological empowerment as a path to economic
and social development, the ITC initiative complements current
technical offerings with soft skills and entrepreneurship modules to
facilitate self-employment.
