About NLP-BBI

Taking into consideration BDT's experiences in field of capacity building, policy and regulation as well as noting the Resolution 37 of the World Telecommunication Development Conference (Hyderabad 2010), Resolution 139 of the Plenipotentiary Conference (Guadalajara, 2010) and the World Summit on the Information Society throughout the Geneva Plan of Action, ITU is mandated to play a leading role development and promotion of broadband regulation throughout its Member States.

In this context, this project aimed at delivering a know-how on good practice and broadband regulation due the course of six months study period focusing on the legislative developments in 4 different regions (AFR/ASP/AMS/EUR) and with the lead focus on the latest Act of Polish Administration on Support for Development of Telecommunications Services and Networks.

Project has been initiated in August 2010 and built upon the experiences of Polish Administration, gained during development of the Mega Bill on Support for Development of Telecommunications Services and Networks. Development and implementation of legislative measures fostering broadband Infrastructure roll-out at the national level, triggered an interest in other approaches applied by the ITU Member States. It was intended that the results of this project might serve the ITU Membership as a reference point while developing the appropriate policy and regulatory framework within the scope of broadband.

Expected deliverables of the project

Guidelines on good practice and legislative approaches from four regions
Informative platform on new legislative paradigms fostering development
Reference point for Member States interested in receiving, finding and applying best practices of legislative approaches

Basic information concerning the project

The cooperation between the Telecommunication Development Bureau (BDT) and the Republic of Poland Ministry of Infrastructure within the scope of this project aimed to:

extend guidelines on legislative measures,
foster broadband infrastructure roll-out, and
encourage ITU Member States to develop the appropriate regulatory framework within the scope of broadband.

This project included several study periods based on regulatory approaches from four ITU regions.

Polish case study has been developed based on the materials provided by Polish Administration. Materials related to the approaches of other countries have been developed based on the desktop research and for the purposes of the NLP-BBI Project only. Each of the material provides list of references.
