Case Study - Asia Pacific Region - Australia
Among the Asia-Pacific Region countries Australia has been identified as an interesting case for investigation of possible approaches to the development of the broadband infrastructure. The following presentation provides a brief overview of the research results. Presented material has been developed based on the desktop research for the purposes of the NLP-BBI Project only. Executive Summary: Presentation material shows that the Australian government recognizes the importance of being world-class leader in deployment and use of broadband as the basis for domestic and international competitiveness. Australian authorities are ensuring that all Australians will be provided with the access to high-speed broadband, and the social and economic benefits this capability brings even with the difficult geographical location. The presentation focused on the new legislative approaches presented in November 2010 by the Parliament that will help to implement the Government’s policy that fibre-to-the-premises infrastructure should be installed in new developments.

The main objectives indicated in this case study include:

  • Governance, ownership and operating arrangements for wholesale only by NBN company established to coordinate the development of the broadband infrastructure in Australia;
  • A key element of the NBN initiative is through NBN Co to operate as a wholesale only company and provide access to the NBN to all retailers on an open and equivalent basis;
  • The access regime to facilitate open access to the NBN for retail level telecommunications service providers;
  • Facilitation of the sell of the interests in NBN CO within 5 years that NBN is fully built and operated in the way that it is consistent with market conditions and identity security considerations;

The presentation indicates all important steps introduced by the government to efficiently develop appropriate broadband infrastructure by ensuring that the competition on the market is not disturb.
