MARIA CAROLINA HOYOS TURBAY, Vice minister, Ministry of Information and Communication Technologies, Colombia

Journalist from Universidad Javeriana, Bogota , with a Master’s degree in Business Administration with emphasis in Strategic Marketing, from Universidad Francisco Vitoria, Madrid. Specialized in Marketing Management from University of San Francisco, California, and was granted an Eisenhower Fellowship in 2009 on the Development of the Telecommunication Sector.
She studied Global Strategic Marketing at Harvard University and in the Technology Policy Program of Dissemination of Information and Digital Content Convergence, at Advanced Institute of Science and Technology of South Korea.

She has served as Director of the National Television Commission between January 2008 and February 2009, Executive Director of General Gustavo Matamoros D'Costa Corporation of the Ministry of National Defense and Representative of the National Government on the Board of the National Commission Television in March 2007. She worked as an advisor to the Minister of Information Communication Technologies from August 2009 until January 2010. Since September 2010 she serves as Deputy Minister for Information Communication Technologies.
