Note: To facilitate the collection of the information requested in this document, it is recommended that the CSP go through this document first, then form a team with representatives from the relevant sectors.

The Commerce Service provider (CSP) should collect all the requested information from the various sectors (information technology, banking, government and logistics) and all the participating businesses and send them via email to:

The CSP should send a letter of intent expressing the desire to participate in ECDC. The person who can speak on behalf of the CSP should send the letter. This letter should include any commitments for funding and other types of support for the project. The letter should be sent via post or fax to:

The results of the questionnaire will be used to perform an initial evaluation of the requirements and an estimated cost of the project.

If the requirements are met, a Partnership Agreement between the CSP and the ITU shall be established. This Agreement shall outline the objectives and scope of the project, the roles of each party including expected results, the schedule and the funding arrangement.

A one-week mission to perform a feasibility study shall be scheduled. To prepare for the feasibility study, the CSP should make the necessary contacts with the Banking, Business, Information Technology and Government sectors.

The feasibility study shall be followed by a definition of the scope, detailed technical and financial requirements and then project implementation.
