Electronic Commerce for Developing Countries (EC-DC) Project.

Mission Report

Status

Ongoing project to establish an e-commerce platform providing secure transactions, trust and secure payment services for online businesses.

One of the main goals is to provide businesses with secure credit card payment validation for Internet, mobiles and fixed terminals. ITU BDT has provided assistance in establishing the technical requirements, defining the technology providers and ensuring the co-ordination of the project. Training of CamTel engineers was scheduled for end June/July 2000. Project is scheduled to be operational by year 2001

The Ministry of Post and Telecommunication (PTT) organized a Seminar with the aim of proposing recommendations to establish a national e-commerce and Internet Policy. The assistance of the ITU was requested by the Ministry of PTT in order to define this policy and an action plan aimed at facilitating the expansion of Internet and e-commerce in Cameroon. The seminar took place from 29.01 to 4.2.01. More than 200 delegates including senior-level government officials, Director Generals of corporations, diplomats, university professors, the Cameroon Bar Association, financial sector, NGOs and the trade organizations, attended the seminar.

The ITU ECDC Project Manager went on mission to Cameroon to participate in the seminar. The mission provided an opportunity to highlight the activities and the role of ITU in addressing ICT issues, and the e-business activities undertaken by the ITU ECDC.

One of the mission’s objectives was to assist the national operator (CAMTEL), in an ongoing national e-commerce project coordinated by the ITU. The ITU ECDC Project Manager met with decision makers from the Regulatory Agency (ART), the Ministry of PTT and CAMTEL to facilitate the implementation of an ITU e-commerce and Internet project for an association of more than 3500 women entrepreneurs (ASAFE) from several African countries.

Assistance was provided on the technology strategy and in defining the requirements of the CAMTEL staff who will run and operate these activities.

Significant progress was made towards solutions for the implementation of Internet and e-commerce infrastructure using wireless technology for reliability and high bandwidth.

The two ITU coordinated e-commerce projects in Cameroon was inaugurated during the regional preparatory meeting held in Yaounde, Cameroon in May 2001.
