In addition to having the honour of meeting Mrs Portia Simpson-Miller, Prime Minister of Jamaica, Mr Tillman Thomas, Prime Minister of Grenada and Dr Ralph Gonsalves, Prime Minister of St. Vincent and the Grenadines, Mr Sanou met a number of other senior members of government as well as key regional figures such as Dr. Len Ishmael, Director General of the Organisation of Eastern Caribbean States and the Secretary-General of the Caribbean Community, Ambassador Irwin LaRocque.

In addition to delivering this address, Mr Sanou took the opportunity to meet with some of the many government ministers, senior officials and heads of other organizations present at this major conference. Among those he met were Ms Jasna Matic (Serbia’s State Secretary for Digital Agenda, Ministry of Culture, Media and Information Society – here pictured signing a project agreement with the ITU), Ms Concilie Nibigira (Burundi’s Minister of Telecommunciations, Inforamtion, Communication and Relations with Parliament), Prof. Tim Unwin (CEO of the Commonwealth Telecommunications Organisation) and Mr. Gilbert G. Noël Ouedraogo (Burkina Faso’s, Minister of Transport, Post and the Digital Economy -- here pictured in Mr Sanou’s office in Geneva).

Director travels to Norfolk Island to participate in the AGM of the Pacific Islands Telecommunication Association and an ITU-EC workshop on cyber legislation.
In addition to participating in these meetings, Mr Sanou took advantage of these occasions to meet with the key figures from the region’s ICT sector in order to assess how the ITU can most efficiently accompany efforts at enhancing connectivity.

The Director met with Commissioner Piebalgs of the European Commission to exchange views on the ITU-EC Action "Support for the establishment of Harmonized Policies for the ICT Market in the ACP" and in particular to discuss the main challenges in the development sector and how ICT can provide support.

6/12/2011 Director signs agreement on emergency satellite communications
New York, USA

Director Sanou and Marie-Josée Jacobs, Minister for Development Cooperation and Humanitarian Affairs, Luxembourg signed in New York a new agreement to deploy an emergency satellite communications platform.

Director Sanou declared:

"The launch of a collaborative and coordinated communication system to serve the humanitarian community is an important step in saving lives. Given the critical role of ICTs in disaster preparedness and relief, ITU believes that no one organization could alone address all the needs of the humanitarian community. Partnerships among providers of emergency telecommunications systems and services are critical in pooling resources for saving lives regardless of the nature of the disaster or where it takes place."

Director presented the next two Connect the World Summits to the Ambassadors gathered at ITU Headquarters. The two events will take place in 2012: Connect Arab States will take place in Doha, Qatar from 5 to 7 March and Connect the Americas will be hosted in Panama City, from 17 to 19 July.

The Director attended a workshop given by Türk Telekom Akademi in Istanbul and met with the Türk Telekom CEO, K. Götkhan Bozkurt, to reconfirm ITU's support for the important role that they are playing as a training node for the Centres of Excellence.

29/6/2011 - 1/7/2011 16th Meeting of the Telecommunication Development Advisory Group (TDAG)
ITU HQ, Geneva

The Director opens the 16th meeting of the Telecommunication Development Advisory Board (TDAG), which takes place in Geneva from 29 June to 1 July 2011.

The TDAG meets between the World Telecommunication Development Conferences (WTDC) to advise the Director of the Telecommunication Development Bureau (BDT) on the implementation of the WTDC Action Plan, including issues relating to the budget and the operational plan of the ITU-D.

It is open to representatives of Member States, Sector Members and to chairmen and vice-chairmen of study groups. In addition, the Director may invite representatives of bilateral cooperation and development aid agencies, and multilateral development institutions to participate in the meetings.

Some of the key topics addressed by the 16th meeting of the TDAG are the following:


·         Consideration of the outcome of WTDC-10, in particular the Hyderabad Action Plan

·         PP-10 Resolutions related to the work of ITU-D

·         ITU-D 4-year Rolling Operational Plan 2011-2014

·         Review of implementation of the Operational Plan

·         BDT main activities and initiatives

The meeting was attended by 125 participants from 52 Member States and 20 ITU-D Sector Members.

17/4/2011 The Director meets ictQatar to officially launch the Preparation of Connect the Arab States Summit.
Doha, Qatar

A l’invitation de l’Etat de Qatar représenté par ict-Qatar, le directeur du BDT, Mr. Brahima Sanou a effectué une mission de travail à Qatar du 16 au 18 avril 2011.

Lors de sa visite, Mr directeur a eu des entretiens avec Dr. Hessa Al-Jaber, secrétaire général de ict-Qatar. Les deux parties ont passé en revue les différents préparatifs en cours du côté de l’UIT et du côté de Qatar pour le Sommet Connect Arab States..

La mission du directeur du BDT a eu lieu au moment où une mission UIT était en cours de visite de travail aussi à ict-Qatar pour passer en revue tous les préparatifs d’ordre organisationnels et logistique pour la tenue du Sommet.

Mr. le directeur et Dr. Al-Jaber ont passé en revue le document : Concept Paper proposé par l’UIT et ont émis des propositions qui ont été discutés et retenues par les deux parties dans le document joint en attache.

Ils avaient donné aussi leurs instructions aux délégations de Qatar et de l’UIT de passer en revue l’Accord de siège avec toutes ses annexes. Ces documents ont été revus et agréés par les deux parties.

Ict-Qatar à renouvelé sa disponibilité pour mettre en œuvre tous les moyens nécessaires à la pleine réussite du Sommet Connect Arab States et parmi les premières dispositions de son engagement, recruter un bureau d’étude qui travaillera sous la supervision de l’UIT afin de passer en revue l’état des TICs dans la région arabe au niveau national et régional. Cette étude permettra de mettre beaucoup plus l’accent sur les défaillances et faiblesses constatées ce qui permettra de mieux cibler les projets nationaux ou régionaux à caractère commercial ou social à mettre en œuvre.

Ict-Qatar a donné aussi son accord de principe de prendre en charge le recrutement de personnel professionnel et de soutien par l’UIT en vu de prendre en charge exclusivement la préparation du Sommet.

Le directeur a rendu visite aussi au projet MADA (Qatar Assistive Technology Center) qui consacre toutes ses activités à l’assistance aux personnes handicapées. Mr. Brahima Sanou a rencontré lors de cette visite, Mr. Faleh Al-Nuaimi, CEO of MADA.

Durant cette visite, il a été demandé à MADA l’état de la demande d’adhésion à l’UIT comme membre de secteur. Les procédures administratives sont déjà en cours pour cette adhésion. Les possibilités de coopération ont été aussi évoquées lors de cette visite notamment l’assistance de l’UIT à MADA en matière de commande vocale.

La visite à Qatar Fondation s’est déroulée par une rencontre avec Dr Ahmed Elmagarmid –Executif Director of Qatar Computing Research Institute of Qatar Foundation. Les possibilités de coopération et de partenariat ont été évoquées entre les deux parties. La demande d’adhésion comme membre de secteur est en cours de traitement par la direction générale de Qatar Fondation.

Brahima Sanou was elected Director of the ITU Telecommunication Development Bureau in October 2010 by the Plenipotentiary Conference in Guadalajara, Mexico and took up office on January 1st, 2011.
