3/8/2010 - 5/8/2010 Director opens Regional ABBMN (Afghanistan, Bangladesh, Bhutan, Maldives, Nepal) Regional Forum

The Forum was attended by 51 delegates from 10 countries, including four Ministers and one Member of Parliament from the ABBMN countries as well as partners such as the World Bank, UNESCAP, UNEP, UNODC, Motorola, IMPACT, STA Andorra, and VNL. A Ministerial Declaration was established resolving to: stimulate broadband access, ensure cybersecurity, minimize climate change, and build emergency communications capacity.

4/6/2010 WTDC-10 adopts action plan for ICT development
Hyderabad (India)

In his closing remarks to the Conference, BDT Director, Mr Sami Al Basheer Al Morshid told delegates: “With a true spirit of collaboration among Member States, this landmark conference has achieved consensus in many important areas. The decisions we have reached here in Hyderabad have provided a compelling vision and plan of action for the next four years, in addition to laying the groundwork for ICT development across the world for many years to come.”

23/3/2010 Director at opening of ITU-MIC Wireless Broadband Networks

The BDT Director led an ITU mission to Japan from 23-24 March to participate in the ITU-MIC Wireless Broadband Networks for Asia Pacific Forum and to meet with key stakeholders from Japan and the region. During the visit, the Director met with the State Secretary and other senior officials from the Ministry of Internal Affairs and Communications (MIC). He also met with members of the Japan ITU Association to share views and get industry insight and feedback. The Director visited the headquarters of ITU Sector Members Fujitsu, NTT, NTT Docomo and KDDI to review existing and possible new activities. And, the Director and his team met with the Japan International Cooperation Agency (JICA) to explore potential collaboration on ICT development projects related to broadband connectivity for schools and under-served areas, capacity building and cyber-security among others, in developing and least developed countries.

3/3/2010 Rencontre avec le Ministre des Communications et des Médias François Biltgen

En date du 3 mars 2010, le ministre des Communications et des Médias François Biltgen a rencontré Sami al Basheer al Morshid, Directeur du Bureau du Développement des Télécommunications de l’Union Internationale des Télécommunications (UIT), pour évoquer les dossiers internationaux dans le domaine des télécommunications et avoir un échange de vues sur la prochaine Conférence Mondiale du Développement des Télécommunications (WTDC-2010) qui se tiendra du 24 mai au 4 juin 2010 à Hyderabad en Inde. La réunion a également permis de faire le point sur les enjeux des technologies de l'information et de communication (TIC) dans les pays en développement. Dans ce contexte, le ministre a mentionné les projets luxembourgeois dans ce domaine en matière de coopération et il a fait référence au satellite comme un moyen puissant pour accélérer l’introduction des TIC dans les pays en développement.

28/2/2010 Nature dictates agenda: Director leads efforts to support Chile after earthquake
Santiago, Chile and Geneva, Switzerland

The ITU reacted immediately after the announcement of the earthquake in Chile. First agency to offer concrete support, the ITU has put 26 satellite devices at the disposal of the Emergency Office of the Chilean Ministry of Interior. Efforts are put under the direct supervision of the Head of BDT's Regional Office in Santiago, who is present on site. The intervention plan is coordinated in Geneva by ITU's Emergency Communication experts and followed-up in real-time by ITU Senior management and BDT Director. A crisis management team, headed by the Secretary-General and the BDT Director, directs ITU's efforts. See more on ITU's Emergency Telecommunication agenda.

24/2/2010 Director opens the 15th Telecommunication Development Advisory Group (TDAG) in Geneva

The Director of ITU's Telecommunication Development Bureau (BDT), Sami Al Basheer Al Morshid opened the meeting and the ITU Secretary-General, Dr. Hamadoun Touré also made opening remarks.

This meeting of the TDAG is the last one before the World Telecommuniation Development Conference 2010 (WTDC-10).

15/12/2009 Ministerial Forum takes concerted action towards an ICT-strengthened Cambodia/Lao/Myanmar/Viet Nam subregion

ITU’s Subregional Telecommunication Ministerial Forum for Cambodia, Lao P.D.R., Myanmar and Viet Nam, hosted by the Ministry of Information and Communications of Viet Nam and entitled: ‘An ICT-strengthened and connected CLMV Subregion’, concluded in Nha Trang, Viet Nam with ministers, senior officials and business leaders agreeing to take concerted action to accelerate ICT development across the subregion.

The Director of the ITU Telecommunication Development Bureau, Mr Sami Al Basheer Al Morshid, joined with partners to announce development initiatives for the CLMV countries through a joint communiqué issued at the end of the Forum.

10/12/2009 Europe Region meeting defines key ICT development priorities

The Europe Regional Preparatory Meeting for the ITU World Telecommunication Development Conference 2010 (WTDC-10) concluded on Thursday 3 December in Andorra La Vella with delegates reaching consensus on regional strategies to foster the development of information and communication technologies (ICTs). The agreed strategies and priorities will serve as inputs to next year’s WTDC.

The meeting was opened by the Director of ITU’s Telecommunication Development Bureau (BDT), Sami Al Basheer Al Morshid. The Deputy Secretary-General of ITU, Houlin Zhao, and Andorra’s Minister of Territorial Planning, Environment and Agriculture, Vicenç Alay Ferrer, also gave opening remarks. Jaume Salvat Font, CEO of Andorra Telecom, was nominated as the Chairman of the RPM.

26/11/2009 - 27/11/2009 Connect CIS Summit in Minsk
Minsk, Belarus

ITU held the Connect CIS Summit in Minsk, Belarus, on 26-27 November 2009 to mobilize the human, financial and technical resources required to support a rapid, CIS region-wide transition to digital infrastructure and services, widely recognized as the engine of future employment, economic growth and social and economic development.
The BDT Director focused his remarks at the Summit on the increasingly important role of broadband Internet access for the overall economy. He said, "Broadband is no longer a luxury. It has become the core infrastructure of the modern economy, which is needed to support advanced applications and services for governments, businesses and consumers.
If we take the right steps together now, broadband networks will serve as a platform in the coming years for innovation, growth and development across the CIS region." BDT is now following up with partners to implement projects for the benefit of countries in the CIS region

4/9/2009 - 4/9/2009 Director meets Indian delegation

Director meets Indian delegation in parallel to Study Group 2 meeting ahead of his official visit to India planned for the end of September. The discussions focused on WTDC-2010, which will take place next year in Hyderabad.

1/9/2009 ITU deployed 25 satellite terminals to help restore vital communication links in the aftermath of severe floods that have inundated low-lying districts across Zambia.

The Director said: I empathize with the Government and the people of Zambia for the untold suffering caused by the floods that have left a large number of people displaced and their crops wiped out. Cases such as this re-affirm the importance of disaster communications and underscore the need for the recently launched ITU Framework for Cooperation in Emergencies (IFCE) aimed at saving lives through the timely delivery of telecommunications resources to disaster-affected areas.

31/8/2009 - 31/8/2009 Director Opens SG-2 Final Meeting

Study Group 2 started its work today under the able Chairmanship of Mr. Nabil Kisrawi. The Director addressed the meeting and, noting that this would be the last meeting of SG-2 before the World Telecommunication Development Conference, he encouraged delegations to have in mind the resolutions to be brought to the attention of WTDC and to prepare the Questions which would be submitted to TDAG as the main body of study for the next Study Period.

Beirut, Lebanon

Director lead a high-level visit to Beirut in preparation to the 2nd Global Industry Leaders Forum (GILF) and of the 9th Global Symposium for Regulators (GSR). During this visit, he met with a number of high officials, including H. E. Dr. Elie Assaf, President of the Republic; H. E. Saad Hariri, Prime Minister designate; H. E. Fouad Siniora, Prime Minister; and H. E. Eng. Gebran Bassil, Minister of Communications.

16/7/2009 Director signs agreement with Nokia-Siemens Networks

Director signs agreement with Nokia-Siemens Networks to bring affordable ICT access to persons living in rural and remote areas. As part of the Connecting Villages flagship initiative, this partnership aims to build practical, affordable and sustainable networks and services for rural and remote communities. To achieve this, all relevant partners will be engaged, including network operators and service providers, equipment manufacturers, governments (at all levels), regulators, local entrepreneurs and the communities involved. As part of this agreement, NSN will be providing their Village Connection solution and experts to work with ITU and other partners to support project implementation.

16/7/2009 Director signs agreement with Qualcomm

Director signs agreement with Qualcomm to improve emergency communications for disaster preparedness and to coordinate relief activities in the aftermath of a disaster. Qualcomm has agreed to donate to ITU a deployable base station, which will enhance ITU’s capacity in deploying mobile telecommunications to assist countries in preparing for disaster and in strengthening response and recovery mechanisms. Burundi’s Minister of Transport, Posts and Telecommunications Philippe Njoni and the Director of ITU’s Telecommunication Development Bureau Sami Al Basheer Al Morshid sign agreement for wireless broadband in Burundi, in the framework of ITU's Wireless Broadband Partnership.

On the occasion of the ITU Regional Human Capacity Development Forum for Europe and CIS held from 30 March – 1 April 2009 in Budva, Montenegro, Mr Sami Al-Basheer, Director of the Telecommunication Development Bureau of the International Telecommunication Union (ITU) and Ms. Litsa Panayotopoulos, Managing Director of OTEAcademy, Greece, have announced that their two organizations are launching a new partnership to co-develop information and communication technology (ICT) training resources to be made available through ITU Academy.

20/2/2009 Pacific ICT Ministers set priorities to "connect the unconnected"
Nukua'lofa, Tonga

The Pacific ICT Ministerial Forum: Connecting the Unconnected wrapped up today in Nukualofa, Kingdom of Tonga. Thirteen ICT Ministers from Pacific Island Countries, including two Prime Ministers agreed to a set of priorities and actions to spur ICT development. The Director of the ITU Telecommunication Development Bureau, Mr Sami Al Basheer Al Morshid, joined with partners to launch new complementary initiatives.

In a joint communiqué issued at the end of the Forum, participating governments called for greater coordination among partners to minimize overlap and maximize the impact of investments in ICT development projects. Ministers welcomed the Forum as a means of bringing partners together to share their activities and coordinate efforts. They agreed to explore the possible establishment of a Pacific association of regulators to harmonize activities. Ministers called for rapid implementation of regional connectivity initiatives and for reinforced efforts to build human capacity in ICT. They also directed officials to work towards establishing a shared regulatory resource centre at the earliest possible date and encouraged Island states to make full use of ICTs for early warning and response systems to improve disaster preparedness.

ITU joins Tonga, Cisco Systems and Tupou Tertiary Institute to expand ICT opportunities

Geneva, 16 February 2009 — An ITU Internet Training Centre opened in Tonga today aimed at providing new opportunities for youth in the region. The training centre was inaugurated by Prime Minister of Tonga and Minister responsible for Communications, Dr Feleti Sevele in the presence of Mr Sami Al-Basheer, Director of the ITU Telecommunication Development Bureau, Ms Helen Stig, the Cisco Academy Area Manager (ANZ&PI) and Mr Alifeleti Atiola, Director of the Tupou Tertiary Institute (TTI).

The ITU Internet Training Centre opened in connection with the Pacific ICT Ministerial Forum: Connecting the Unconnected to be held from 17−20 February 2009 in Nukualofa, Kingdom of Tonga.

This new partnership will assist in delivering on one of the key themes debated at the Pacific ICT Ministerial Forum: how to enhance learning and development (human capacity building) opportunities in the region. Launched in parallel with a Centre of Excellence partnership with the Pacific Islands Telecommunications Association (PITA), these two practical initiatives represent important steps to promote the use of ICTs and their role as a foundation for economic development in the region.

11/2/2009 E-waste Management Forum concludes its work in Cairo, Egypt
Cairo, Egypt

The 1st E-Waste Management Forum for the Arab States concluded its work yesterday on a note of optimism and wisdom. Jointly organized by the Center for Environment and Development for the Arab Region and Europe (CEDARE) and ITU under the auspices of H.E. Dr. Tarek Kamel, Egyptian Minister of Information and Communication Technologies, the meeting aimed at bringing together all stakeholders in the field of management of E-Waste, e.g. the management of end-of-life ICT products such as computers, phones and other electronic devices. Taking the opening address of the Director of BDT as an inspiring message, the Forum ended with the launch of a multi-stakeholder partnership on E-Waste (MSPEW). MSPEW first priorities will be capacity building, in particular for the youth, and developing a proper business model for private sector companies in the field of collection, refurbishing and recycling of ICT products. The ITU offered its collaboration and guidance on thefinal definition of the terms of refernce of the Partnership.

5/2/2009 Spanish Delegation visits BDT
BDT Offices, Geneva

A Spanish Delegation, headed by Ms. Barbara Eva FUERTES, paid a visit to the BDT Director, who was seconded by Mario Maniewicz, Head, Policies and Strategies Department (POL), to discuss further collaboration between Spain and the BDT, and in particular about the possibility for Spain to host future BDT events. BDT's POL Department was mandated to follow-up this issue.

5/2/2009 Chairman of TDAG WG on Private Sector Issues visits BDT
BDT Offices, Geneva

BDT Director, seconded by Mr. Fernando Lagraña, Head, Partnerships, Promotion and Membership Division (PPM), received Mr. Dominique Würges, Chairman of TDAG WG on Private Sector Issues (and Vice-Chairman of TDAG) to share with him his views on, among other elements, the future role of this WG, its potential ties with the Global Industry Leaders Forum, with the Regional Private Sector WGs. PPM was mandated to pursue collaboration on these issues and to provide full support to Mr. Würges.

2/2/2009 Rhode & Schwarz delegation visits BDT Offices
BDT Offices, Geneva

A delegation of Rhode & Schwarz, headed by Mr. Hans von Geldern, visited BDT offices. The purpose was to prepare the 2009 joint cooperation agenda. It was decided to pursue joint collaboration on the deployment of digital broadcasting systems by identifying pilot projects, and on 2009 events, in particular GILF and Connect CIS.

30/1/2009 Ericsson delegation visits BDT
BDT Offices, Geneva

A delegation of Ericsson, headed by Mr. Ulf Pehrsson, VP, Government & Industry Relations, visited BDT to discuss further cooperation steps. The Director presented the new flagship initiatives (Wireless Broadband, Connecting Villages, Connecting Children and the ITU Academy) as well as the special campaigns regarding empowering People - Youth Education Scheme and Saving Lifes - Emergency Communications. He also introduced the 2009 agenda of events, and in particular WTPF, GILF and ITU TELECOM World. Mr. Pehrsson welcomed the various initiatives, assured the Director of Ericsson's full commitment and support, and steps were taken to ensure further cooperation between the parties.

29/1/2009 Malaysian delegation visits BDT
BDT Offices, Geneva

On the occasion of the 14th meeting of TDAG, a Malaysian delegation paid a visit to the Director. Purpose of the meeting was to follow-up on the preparation of the WTDC Regional Preparatory Meeting, to be hosted by the Government of Malaysia next May.

(WESTEL), Ghana.

29/1/2009 AHCIET praizes BDT and calls for further cooperation

On the occasion of the 14th meeting of TDAG, Mr. Francisco Gómez Alamillo, AHCIET Secretary General, received a 10-year membership certificate from the hand of BDT Director and TDAG Chairman. He seized this opportunity to praize the efforts of the BDT and to appeal for further and enhanced cooperation with organizations such as AHCIET, who are close to the field and to current and potential Sector Membors. The Director mandated BDT's PPM Division to foster the ties with all Members present during TDAG.

26/1/2009 - 27/1/2009 Training for Central and Eastern European Administrations on Enhanced Collaboration with the ITU
Geneva, Switzerland

Addressing the needs of the Central and Eastern Europe, the Telecommunication Development Bureau (BDT) organized a training session on Enhanced Collaboration with the ITU, held from 26-27 January 2009 in the ITU Headquarters, in close collaboration with the Radiocommunication and Standardization Bureaux as well as the General Secretariat. Training was targeted at the staff of the Ministries and Regulatory Authorities, in particular those requiring very good understanding of the ITU's role and functions in the telecommunication/ICT sector for accomplishing their tasks. The elected officials as well as executive professionals from all three sectors provided a detailed overview of key ITU activities, with emphasis on the opportunities for enhanced collaboration with the ITU, best practices, and the working methods. This intersectoral activity was very much appreciated by the participants. It was an important step towards strengthening cooperation with ICT stakeholders from this sub-region  as well as possible involvement of new membership from the CEE countries in the works of the ITU. 21/1/2009 Visit of delegation of NTT, Japan
ITU Headquarters

Mr. Kaoru Kanazawa, Executive Senior Vice-President, NNT, visited the ITU and was received by Director of BDT. This meeting followed a meeting with Mr. Masae TAMURA, Senior Executive Vice-President during ITU TELECOM Asia 2008 (Bangkok, Thailand) and a Workshop on "Bridging the Standardization Gap" (Tokyo, Japan) organized by ITU, hosted by MIC, Japan and partially funded by NTT. Both parties acknowledged the excellent relationships and collaboration between BDT and NTT and decided to explore avenues to further strenghthen such collaboration through the identification of specific projects to be developed in common.

21/1/2009 African Union Commission
ITU Headquarters, Geneva

A delegation of the African Union Commission (AUC), headed by Dr. Ahmed HAMDY (Head of Science and Technology and ICT) visited BDT offices today. The purpose of the meeting was to present The African Regional Action Plan on the Knowledge Economy (ARAPKE) Flagship Projects (Phase I). BDT and AUC decided to enhance their cooperation, in the framework of a MoU signed by ITU and AUC, and following the African Union decision to call upon AUC and ITU to identify the mechanisms that will lead to the implementation of ARAPKE flagship projects, pursuant to the commitments made at the Connect Africa Summit, Kigali, October 2007.

18/1/2009 - 20/1/2009 League of Arab States
Kuwait City, Kuwait

The Director travelled to Kuwait City, to honour the invitation of the League of Arab States to address the Leaders' Forum organized in the framework of the Economic, Developmental and Social Summit of the League of Arab States. The Director seized this opportunity to hold several bilateral meetings with industry and political leader of the region.

13/5/2008 ITU and DSF to collaborate on ICT for development projects

ITU and DSF aim to collaborate on projects related to ICT infrastructure and network development technology, e-services and applications, and human capacity building. ITU and DSF will identify common projects and seek additional partners through their respective networks to strengthen implementation.

11/5/2008 ITU launches Global View on-line map to track WSIS progress

ITU Global View, developed in collaboration with Microsoft and IDV Solutions, was launched on 11 May, the opening day of ITU TELECOM Africa in Cairo, Egypt. Dr Ahmed Nazif, Prime Minister of Egypt joined Dr Hamadoun Touré, ITU Secretary-General, Dr Tarek Kamel, Minister of Communication and Information Technology, Egypt and Mr Sami Al Basheer Al Morshid for the unveiling of this innovative new online mapping application. ITU Global View provides decision-makers and stakeholders with a comprehensive view of current telecommunications infrastructure, projects, and statistics that will help avoid overlapping efforts and facilitate collaboration to address remaining ICT gaps.
