The absence of institutional structures to deal with cyber incidents and attacks resulting in fraud, the destruction of information and/or
the dissemination of inappropriate content, is a genuine problem in responding to cyber threats. ITU is working with Member States to provide concrete assistance in addressing this global menace, and in partnership with IMPACT, is deploying capabilities to build capacity at the national and regional level. Coordination is underway with several
ITU Member States and regions on specific assistance to be provided for the establishment of National Computer Incident Response Teams (CIRTs).
