The ICT Sector is leading Jordan’s transformation into knowledge-based economy and society. Similar to other industries affected by the late financial crisis, and recently with the regional instability, that has slowed down the growth of our companies, ICT is still seen as a major driver to accelerate economic growth. Accordingly, four main pillars were identified as major enablers and triggers for sector growth and development that need to be framed under one program to run over 3 years to assist in boosting the sector development, reposition our industry as the regional hub and leader in ICT, stabilize and enable the growth and sustainability of our companies in the near future, and assist preparing them to face other challenges and effectively seize new opportunities. Another pillar is Export Development, aiming at increasing regional markets penetration, enhancing our companies/ products positioning & visibility, and enabling sector scalability. In addition, developing Sector IP & Innovation through the diffusion of ICT in other industries to create an edge in our sector offerings, and to cover regional gaps in certain areas that will create niches lead by Jordanian ICT companies, and through capturing existing IP & products to be properly packaged for commercialization, which will surely pour into the core of export development and Investments Attraction; as the fourth pillar under the transformational program being discussed herein. Investment Attraction is seen as a main financing channel that will contribute to raising our existing companies’ maturity, exposure, and readiness to compete regionally and internationally. All components mentioned herein have a lot of intersection and all share the requirements and need for assessing market readiness and potential, building sector capacity, raising awareness, Marketing and PR, providing guidelines and consultancy services, and mainly setting certain work standards on sector level to raise maturity, ensure quality and sustainability. The propositions provided hereunder each pillar shall assist in meeting the following objectives: 1. Managing Agriculture Knowledge Through Localized Community Expert System Region : Arab States 2012-2014 In the past few years, a sharp rise in food prices and agriculture commodity generated severe concerns about food security. Arab countries are less exposed to reach food safety nets due to their increased population growth, their low agriculture productivity, and their dependence on the global markets. Arab countries need to act urgently to improve food security. In this context, Many studies recommended increasing farmers agricultural knowledge, transferring the recent researches and experiences from experts to framers will have a great impact on maximizing productivity, decreasing costs, and enhancing their livelihoods. This project aims to provide Arab farmers with a high level of knowledge sharing and management systems. This is done through enabling rational know-how experiences and expertise whenever needed in order to innovatively strengthen the Arab food safety nets and improve rural livelihoods in the Arab region.
Managing Agriculture Knowledge Through Localized Community Expert System Region : Arab States 2012-2013 In the past few years, a sharp rise in food prices and agriculture commodity generated severe concerns about food security. Arab countries are less exposed to reach food safety nets due to their increased population growth, their low agriculture productivities, and their dependence on the global markets. In 2009, the world bank in cooperation with IFAD and FAO published a study entitled “Improving Food Security in Arab Countries ”. The study highlighted that Arab countries import at least 50 % of the food calories they consume. This expose them to severe swings in agricultural commodity prices mainly because of high population growth, low agriculture productivity, and dependence on global markets. The study emphasized on the need to act urgently to improve food security and suggested providing people with better access to family planning services, and promoting education as a pillar strategy to secure food productivities in Arab countries. As increasing farmers agricultural knowledge, transferring the recent researches and experiences from experts to framers will have a great impact on maximizing productivities, decreasing costs, and enhancing their livelihoods. ICTs play a fundamental role in knowledge sharing and management that led to new concepts and approaches worldwide. One of the major themes of knowledge management is “the fast transferring and sharing”. proposed that the management problem can be addressed by understanding “systematic problem solving, experimentation with new approaches, learning from own experience and past history, learning from the experiences and best practices of others, and transferring knowledge quickly and efficiently, ICT resembles a magic tool that can enable all these.” Another way to solve food insecurity in Egypt and enhance youth status and livelihoods is through enhancing agribusiness sector. During the period from 2008 till 2009 in Egypt, this sector accounted for 12% of the total Egyptian private sector production. This sector is very important for it is a tool to generate employment and income as it includes the production, processing, and supply of agricultural goods on a large scale; a sector that is based on agriculture raw materials which is abundant in developing countries. However, this sector suffers from lots of problems; lack of knowledge and skills needed to run the business and integrate into the supply chain. This agribusiness training will eventually lead to income and employment spurs . In this context, Egypt ICT Trust Fund (part of MCIT) -in 2005- launched Aradina portal, www.aradina.net, which publishes more than 115,000 Arabic e-content specialized in Agriculture, Livestock and Fisheries. The portal depends on research centres, experts, savvy practitioners, to provide their knowledge to be published daily. The provided content proved to be a valuable source of information that attracted on average a 25,000 visitors in a daily basis (80% Egyptian visitors, 20% are from other Arab countries specially from Tunisia and Morocco). Furthermore, Aradina provides a free public website creation and networking services, along full technical and knowledge management support, as a key strategy to encourage the agriculture community to generate its knowledge and experiences. Although the increased volume of Aradina publishers and visitors, the portal M&E tools (feedback, surveys,…etc) showed that some users/farmers complain from the flood of specialized agriculture Static information, not to mention the updating, which constitutes an obstacle to access needed information and formulate timely right decisions. The core of this project is to provide agricultural expert system that builds indigenous knowledge bases and enables each expert to claim the ownership of his/her own system and build the capacities of youth in rural areas to improve their agribusiness. This will first open a promising environment of healthy competitive and up-to-date systems that empower the community (male and at least 30% female) with an easy tool to find on-time solutions; second it will found the right productive calibres that are capable of improving the agribusiness industry in Egypt. on the other hand, the expert on his turn will gain outstanding business opportunities that will open new markets for his/her expertise and consultancy services.

Digital Aids to promote engagement and to improve on the concept-clarity as this provides for audio as well as visual engagement. Complex concepts like detailing of vehicle mechanic or the digestive system, that are difficult to describe, are best elaborated by taking students through the movie and showing them the process instead of instruction on the process. They connect theoretic concepts to real life events where these concepts can be applied for handling the situation more effectively.

The Arab e-Market for Handicrafts and Heritage Region : Arab States - - This e-Market is a web & mobile-based platform that allows craft makers in deprived and marginalized communities to connect with a international marketplace of socially-conscious buyers. - Each shop owner must choose a social responsibility (example, donate with 10% of his/her sales for social cause ‘buy 50 books for students in local school’) - If the craft makers lack the needed technological infrastructure, the project will partner them with social entrepreneurs in their areas. - The project will formulate formal network of representative in some Arab countries to manage the e-market, social responsibilities, and advertising in the local, regional and international level.
Translation & Arabization of ICT Terminology Region : Arab States 2009-2011 ITU produces handbooks and guidelines which were/are translated into Arabic by companies external to the ITU. ICT terminology used by these companies sometimes differs to a great extent which implies some confusion or misunderstanding among specialists using such ITU products. Due to the fact that Arabic language is widely spread in the Arab countries and in some other countries, it is important to unify, align, harmonize and, if necessary, translate the terminology of the ITU-T, ITU-R and ITU-D. Recommendations and publications produced over the past five years, thus, creating an integrated database that is/will be updated and improved, and that will be used for compiling English-French-Arabic dictionary as an online service, CD-Roms and printed version. It is a fact, that the lack of commonly agreed upon terminologies within the Arab region impacts negatively on the spread of ICTs, as well as on education in the region.
