Biography of Joslyn Read

Joslyn Read, VICE PRESIDENT, REGULATORY AFFAIRS of O3B, she has more than 25 years of business and governmental experience in international satellite and telecommunications policy, trade policy, international relations and advocacy. 

In 2012, Ms. Read joined O3b Networks as Vice President, Regulatory Affairs where she is responsible for directing the company’s worldwide regulatory and government relations.  O3b Networks is a global satellite operator building a next-generation non-geostationary broadband satellite network for telecommunications operators, internet service providers, enterprise and government customers in emerging markets.  The O3b system will combine global reach with fiber‐optic speeds to enable low‐cost, high‐speed, low latency Internet and mobile connectivity.

During her career, Ms. Read has held senior satellite regulatory and international relations positions with SES, Hughes Network Systems, Worldspace; the U.S. FCC International Bureau, and COMSAT Mobile.  Ms. Read was elected Chairman of the Board of the U.S.-based Satellite Industry Association for 2006, and has served on the Board of Directors of the U.S. Satellite Industry Association (SIA), and the Global VSAT Forum.  She has been a long-time contributor to these organizations, as well as the European Satellite Operators Association (ESOA) and the Asia-Pacific CASBAA organization on regulatory, policy, and trade issues related to satellite communications

Ms. Read is based in Washington, DC, USA.  She holds degrees from the University of Pennsylvania (USA); Queen’s University (Ontario, Canada), and the University of Granada (Spain).
