Biography of Glenda Medford

Ms. Glenda Medford is the principal of GEMFORD Consultancy Services Inc. which provides regulatory policy and legal advice and solutions to clients. She is an attorney at law with over 26 years of experience firstly in private practice, and then as Vice President Legal and Regulatory for  Cable and Wireless Caribbean where she enjoyed a 19 year career at a senior level, providing legal and regulatory advice and managing stakeholder relations in Barbados, Windward and Leeward Islands.

Ms. Medford played a major role in the liberalization of telecommunications in Barbados and participated as a senior representative for Cable and Wireless in the discussions with Government which culminated with the signing of an MOU in 2001, and the early termination of Cable and Wireless’ licenses. She also served as a member of the Working Group established by the Government to review draft Telecommunications legislation, regulations and licenses, and led the local Cable and Wireless legal team in achieving the amalgamation of the four Cable and Wireless companies in Barbados in 2002.

Ms. Medford is very passionate about how the Caribbean can be transformed through the deployment and usage of ICT and is active in shaping the region’s vision and digital agenda. She served as a director of CANTO, a regional telecommunications organization, for four years and represents CANTO on the HIPCAR Steering Committee, which oversees the ITU led project to develop harmonized communications legislation for the Caribbean.

Ms. Medford served as President of the Barbados Chamber of Commerce and Industry between 2008 and 2010 and continues to actively support the Chamber, currently serving as the Chamber’s representative on the Barbados World Heritage Committee, which oversees how Barbados leverages the recent inscription of Bridgetown and its Garrison as a UNESCO World Heritage site.
