12th Forum on Telecom/ICT Regulation and Partnership in Africa

FTRA 2011

The 12th Forum on Telecommunication/ICT Regulation and Partnership in Africa (FTRA-2011) was held in Kigali, Rwanda (Republic of), from 13 to 15 June 2011 under the theme of Cloud computing, new development of ICTs.

The forum was organized by the International Telecommunication Union (ITU) at the kind invitation of the Government of the Republic of Rwanda through the Rwanda Utilities Regulatory Agency (RURA) and in collaboration with the African Telecommunications Regulators’ Network and the African Regional Working Party on private sector issues.

The theme for this forum emanated from proposals made by participants of the 11th Forum on the Telecommunication/ICT Regulation and Partnership in Africa, held in Banjul, The Gambia  in July 2010 (see previous fora below).

Cloud computing, an objective of policymakers and regulators worldwide, has certain advantages for governments, industry, service providers and researchers. To enjoy these benefits requires a coherent regulatory framework that ensures transparency, data protection and integrity.  Cloud computing also raises new very specific legal issues  in terms of sovereignty, privacy, and enforcement proceedings.

Participation

Participation in FTRA-2011 was extended to Member States and ITU-D Sector Members from the Africa Region, regional and sub-regional associations of regulatory organs, telecommunications/ICT operators, financial and development institutions and regional and sub-regional organizations.
