"FROM RECOVERY TO PROSPERITY: BUILDING ON CHANGE"
 
The International Telecommunication Union (ITU) is pleased to announce its sixth Regional Telecommunications Exhibition and Forum for the Asia-Pacific region, ITU TELECOM ASIA 2002, hosted by the Government of the People's Republic of China which will be held in the Hong Kong Convention and Exhibition Centre (HKCEC) from 2 to 7 December 2002. The Forum at ITU TELECOM Asia 2002 will examine Policy, Regulatory, Economic and Development Issues, as well as Technology and Applications Aspects, in parallel sessions over five days and will also include a Telecom Development Symposium (TDS) and a Youth Forum. The Forum will be conducted in English and Chinese.
 
The Youth Forum is a new programme which has been launched at ITU TELECOM AFRICA 2001. It will be aimed at university-aged youth throughout the Asian continent, who will receive scholarships to attend Asia 2002. 
 
In a period characterized by recovery and change, the Forum at ITU TELECOM ASIA 2002 will focus on the following themes:
 
Independently of the current state of a country's economy, the key to future success is access: broadband access for the deployment of multimedia and other information-intensive applications, wireless access for faster deployment of services to the entire population, mobile access to better serve the needs of the largest number, access that is practically unlimited at the high end and also affordable for mass use. Despite the current problems in the telecommunications industry, the Asia-Pacific Region holds the greatest promises for rapid improvements, leading beyond business success to the progress of the goals and principles long espoused by the ITU, particularly those of Universal Access, the Right to Communicate and the Bridging of the Digital and Economic Divide.
 
Telecommunications in the Asia-Pacific Region, with a few exceptions (e.g. Hong Kong, Singapore, Japan, Republic of Korea), are characterized by a relatively low level of (mostly narrowband) teledensity. The region is ripe for rapid growth in teledensity and for the development of fresh broadband platforms - both wireline and wireless - and offers enormous potential for the development of new business models based upon these access platforms. But the disparities across the Region are very high and development models need to be adapted to each individual country. The Forum will explore different sets of priorities and appropriate regulatory and business models, as well as appropriate and innovative technologies.
 
The Call for Speakers invited the submission of abstracts and the proposal of high-level speakers for the suggested following topics. While it is now too late to submit any abstract or high level speakers for potential inclusion in the Asia 2002 Forum programme, you might be interested in knowing how to be selected or how your abstract is evaluated for our future events. B - the Proposal of High-Level Speakers (Ministers, Presidents/CEOs of Companies or
     Organizations)(deadline expired 15 May).

 

A - Submission of Abstracts

HOW YOUR ABSTRACT IS EVALUATED

All abstracts received are submitted for evaluation to a team of experts - the ITU TELECOM Asia 2002 Forum Programme Committee,-appointed by the ITU. The following criteria are used in the evaluation:

  • CONTENT: Does it reflect excellence of vision, research, approach etc.?
  • SCOPE: How well does the content address the specific needs of the region
  • ORIGINALITY: Does it provide a novel approach?
  • TIMELINESS: Does it treat current "hot" issues?
  • CLARITY: Is the abstract structured in a way that will assure a clear on-site presentation?

B - Nomination of High-Level Speakers
(deadline expired 15 May)

This Call for Speakers also invites the proposal of high-level participants such as Ministers or President/CEO of a company or organization.

SELECTION OF SPEAKERS

  • Following the individual reviews by the Forum Programme Committee, the Paper Selection meeting will be held in Geneva on 12 and 13 June 2002.
  • During this meeting, the Forum Programme Committee will :
    • establish the Preliminary Forum Programme, e.g. define, for all the topics of interests, the Session themes and the sequence of Sessions;
    • define the structure of the various Sessions (e.g. Paper presentation, panel, workshop, roundtable);
    • submit speakers names to be invited to contribute to the various Forum Sessions, according to the Session themes, to the ratings of the abstracts; the High-Level Speakers and 
    • define the roles attributed to the various participants.

        

NOTIFICATION OF AUTHORS

  • All authors/ High-level speakers will be notified if they have been selected or not by the end of August 2002.
  • you may be invited to participate in one of the following roles:

    Keynote Speaker, Speaker, Panellist, Roundtable/Workshop Participant, Chairman or Moderator 

  • Selected Authors may be invited to:
    • present their paper in a Paper presentation Session;
    • present their paper as a background contribution to a Panel or a Roundtable Session;
    • debate on a Panel, a Roundtable Session or a Workshop Session;
    • publish a full manuscript in the Forum proceedings.

Please note that only an invitation to act as a keynote speaker or speaker will permit a standard presentation of a full paper.

    

MANUSCRIPTS

  • However all Forum selected participants will be invited to submit a full manuscript to be published in the Forum proceedings on paper, CD-Rom and on the Form Web-site open to all Forum delegates, Forum participants and the Press.
  • This manuscript (5000-6000 words) should be submitted in electronic format.
  • Guidelines for selected Authors regarding the submission of Final Manuscripts will be available on this web site as of September 2002.
  • Deadline for receipt of Final Manuscripts for inclusion in Forum proceedings: 20 November 2002.

Sales/product promotion papers will not be accepted
